Los Angeles Title 24 Climate Zones Explained

Los Angeles spans three California Title 24 climate zones. Your zone affects insulation minimums, window U-factors, solar PV sizing, and HVAC requirements. In fact, using the wrong zone is one of the most common causes of LADBS plan check corrections.

Climate ZoneLA Areas CoveredKey Characteristics
Zone 6Coastal LA, Santa Monica, Venice, Brentwood, Pacific Palisades, MalibuMild marine climate. Lower heating loads. Strict window U-factor requirements.
Zone 9San Fernando Valley, Sherman Oaks, Encino, Studio City, Burbank, North HollywoodHotter summers. Higher cooling loads. More demanding HVAC and insulation requirements.
Zone 10East LA, Pomona, Azusa, Covina, West Covina, El MonteInland heat exposure. Highest summer cooling loads in the LA metro area.

Not sure which zone applies to your address? Simply include your project address when you submit and we will confirm your zone before we start your report.

Title 24 for New Home Construction in Los Angeles

New single-family homes in Los Angeles must comply with the 2025 Title 24 energy code. This applies to all permits submitted on or after January 1, 2026. Under the new code, heat pumps for space and water heating are now the prescriptive baseline. Solar PV and battery readiness also apply to most new LA homes.

We prepare the full CF1R compliance package for LADBS submittal. This includes energy calculations, mandatory measures, and all HERS verification forms. Our reports are accepted at LADBS plan check without corrections in the vast majority of cases.

What We Need to Get Started

  • Floor plan with dimensions and north arrow
  • Exterior elevations
  • Window and door schedule
  • Heating, cooling, and water heating equipment type
  • Project address for climate zone confirmation

See our residential new construction service page for full details.

Los Angeles Title 24 ADU and JADU Reports

Los Angeles is one of the most active ADU markets in California. LADBS requires a Title 24 ADU report for all new ADUs and JADUs. Furthermore, the 2025 code now applies to all ADU permits submitted on or after January 1, 2026.

ADU compliance depends on how LADBS classifies your project. A new detached ADU follows new construction rules. An attached ADU or garage conversion may be classified as an alteration instead. This changes which requirements apply. We confirm the right compliance path before we start your report.

ADU Types We Cover in Los Angeles

  • Detached ADUs — new standalone units on existing residential lots
  • Attached ADUs — additions connected to the primary home
  • Garage conversions — existing garages converted to living space
  • JADUs — junior ADUs created within the existing floor area of the home
ADU exception for small units:
ADUs under 500 sq ft may qualify for a water heating exception under the 2025 code. An electric tankless heater may work instead of a heat pump water heater. We will confirm whether your ADU qualifies when you submit.

See our ADU Title 24 service page for more details.

Los Angeles Title 24 for Room Additions

A room addition in Los Angeles that adds conditioned floor area triggers Title 24 compliance. Under the 2025 code, the addition must meet updated insulation values for all new walls, ceilings, and windows. Moreover, any new HVAC or ducts must also meet the 2025 efficiency and leakage standards.

LADBS plan check reviewers look closely at addition reports. Correct insulation values, proper climate zone assignments, and accurate window specs all matter. We prepare addition reports that pass LADBS plan check without correction notices.

See our residential addition service page for more information.

Los Angeles Title 24 for Remodels and Alterations

Not every remodel needs a Title 24 report. However, many do. LADBS commonly requires a Title 24 alteration report for these scopes of work:

  • HVAC replacement — replacing a furnace or AC unit in Los Angeles often requires load calculations, duct testing, and a Title 24 report.
  • Window replacement — new windows in Climate Zones 6, 9, and 10 must meet 2025 U-factor minimums. This needs a fenestration compliance report.
  • Lighting changes — significant lighting scope changes in existing LA homes trigger compliance documentation.
  • Water heater replacement — switching to a heat pump water heater triggers ventilation and electrical readiness requirements.

Not sure if your Los Angeles remodel needs a report? Submit your project details and we will confirm the scope before you pay.
